Roy Mustang possibly has the highest kill count of anyone in Fullmetal Alchemist. As a soldier during the war, he was responsible for a lot of atrocities, and afterward, working as a State Alchemist, he is often used in a law enforcement capacity in which he faces off with opponents.

His particular skill in transmuting fire makes him incredibly formidable, and his calm and strategic mind certainly wouldn’t help his opponents beat him. Still, there are several characters in One Piece who have equally impressive skills and abilities who could probably give Mustang a run for his money, even while there are others Mustang could easily defeat.

10 Can: Nami

It probably isn’t much a fair fight to put Nami up against most of the stronger characters out there. Her skills don’t necessarily lie in fighting, though she is able to hold her own against some of the weaker opponents the Straw Hats have faced, and she has some quickness and agility from being a pickpocket that she can use in a battle.

But Mustang’s experience and strength would definitely be too much for her.

9 Can’t: Blackbeard

Blackbeard is one of the strongest characters that the Straw Hat Pirates ever meet. His Devil Fruit ability allows him to create black shrouds in the air that seem to have the same kind of power as a black hole, not just covering everyone in darkness, but also sucking things in.

Mustang’s firepower wouldn’t be able to keep this power at bay and, indeed, his fire might just get sucked into its gravity itself, leaving Blackbeard totally unharmed.

8 Can: Usopp

Usopp is an expert marksman, but Mustang also hangs out with an expert markswoman in Hawkeye. While including her in a battle wouldn’t be a fair fight, it seems likely that Mustang has learned a few things about evading long-range weapons attacks from her.

Also, Mustang’s own abilities allow him to fight at a long-range, and blasting fire at Usopp takes a lot less accuracy than shooting a slingshot. The likelihood he would hit his target is much higher.

7 Can’t: Shanks

Shanks is one of the most powerful characters in One Piece without visibly looking like he’s incredibly powerful. His power comes from his perfection of the use of Haki, and he’s the most powerful user of Haki in the world.

He has to do very little to win a fight, if he even ends up in one in the first place since just his presence can cause damage to his surroundings and make grown men pass out. Mustang wouldn’t stand a chance.

6 Can: Nico Robin

Nico Robin is a pretty adept fighter, and eating a Devil Fruit has allowed her the ability to create extra limbs with which she can fight, either attached to her body or attached to someone else’s body or even an inanimate object.

While this would allow her to get close to Mustang without actually risking her physical body, he could still use the fire to hurt her extra arms, which is pain she would actually feel on her own person. It seems unlikely someone could withstand being burned that much.

5 Can’t: Trafalgar Law

Trafalgar Law’s abilities do require a huge amount of energy from him, so if Mustang caught him at the right time, he might be able to defeat him. But at the height of his power, Trafalgar’s ability to create a sphere in which he can control anybody or anything would definitely work against Mustang.

Indeed, he could potentially control the fire that Mustang transmutes, maybe sending it back at him but at the very least rendering him powerless.

4 Can: Roronoa Zoro

The thing about Zoro, who is an accomplished swordsman who can take a fight to just about anyone, is the fact that in order to fight with a sword, one has to be able to get up close to their opponent so they can strike them.

In this case, it would be a very difficult thing for Zoro to accomplish. Mustang’s ability to transmute fire by snapping his fingers would keep Zoro at a distance, unable to effectively fight.

3 Can’t: Whitebeard

Whitebeard is considered the strongest man in the world. In fact, despite being incredibly old and spending most of his non-battle time hooked up to IVs and surrounded by nurses, he is such a formidable opponent that he still holds this title.

He is also able, through the use of his Devil Fruit, to cause massive earthquakes and shockwaves, which would definitely keep Mustang off-balance and make it difficult for him to fight against him.

2 Can: Monkey D. Luffy

Monkey D. Luffy ate a Devil Fruit that has given him the ability to treat his body like a giant rubber band. He can stretch his limbs and tie himself in knots, and most importantly, it’s incredibly hard to damage him with strikes.

But that’s where Mustang would have an advantage. Since he doesn’t actually fight with hand to hand combat, the use of his fire alchemy could potentially get through this particular invulnerability to cause damage.

Sanji is not one of the strongest characters in One Piece, and he spends most of his time as a chef cooking for the Straw Hat Pirates and otherwise pursuing women. But he can definitely hold his own in a fight, and he’s regularly shown to show up and get things done with his crewmates.

But the thing that makes him especially formidable as an opponent for Mustang is the fact that he literally bursts into flames if he’s angry enough, meaning Mustang’s attacks would have no effect on him.
